Making connections
Making Connections is the transport arm of the council's shared sustainable vision for the borough. It informs the community about how the council is working to make our transport policy greener and more climate friendly.
The council has developed five themes to achieve climate friendly transport systems:
- promoting greener transport
- encouraging renewable energy systems such as wind and solar power
- reducing carbon levels through carbon trading
- increasing greener travel such as community car clubs and car free days and
- looking into congestion charging and road pricing
- Making Connections will also be distributed to schools and Idea Stores across the borough.

Tower Hamlets Local Implementation Plan (LIP)
The principles behind the Local Implementation Plan (LIP) system are that London local authorities should identify how they intend to implement the Mayor’s London’s Transport Strategy at a local level.
The concept of the Local Implementation Plan (LIP) stemmed from the Greater London Authority Act 1999. The Mayor for London was required to set out his Transport Strategy, which Local Authorities must then seek to implement at the local level.
The LIP is used as a bidding document for funding for transport initiatives, as well as monitoring progress towards delivery. It sets out the council’s programme for transport spending for all sources of funding.
Authorities are required to have their first adopted LIP in place by December 2005 and must draw up their LIPs in consultation with local people, interest groups and businesses.
The role of the LIP is to detail and justify all the transport related projects and strategies in Tower Hamlets for the period covering 2005/06 through to 2010/11.
